What is SAC?

The School Advisory Council is a school-based group intended to represent the school, the community and those persons closest to the students. The group shares responsibility for guiding the school toward continuous improvement. You should join us as we work to make an amazing school even better! The School Advisory Council is responsible for final decision making at the school relating to the implementation of the provisions of the annual School Improvement Plan. Each School Advisory Council assists in the annual preparation and evaluation of the School Improvement Plan.
A majority (51%) of the members of each School Advisory Council have to be persons who are not employed by the school district. Each advisory council should be composed of the principal and an appropriately balanced number of teachers, education support employees, students, parents, and other business and community citizens who are representative of the ethnic, racial, and economic community served by the school. Certain members are elected by their peers, while business and community members are appointed, and the principal automatically serves.
Meeting Schedule
Come Join Us! Anyone is welcome to attend any SAC meeting. If you would like to be a voting member, let us know at the beginning of the meeting and we will vote you in! You must be able to attend 8 evening meetings over the course of the year. All meetings are from 5-6pm. Elections
The principal, following input from the existing School Advisory Council, will establish the size and membership make-up of the SAC team as follows:
- The principal shall serve on the School Advisory Council as an appointed member.
- At least fifty-one percent (51%) of the School Advisory Council shall be parents and community representatives not employed by the school district.
- Each team must include at least one member from the school's support personnel.
- School Advisory Councils in high schools shall include students.
- The principal, following input from the existing School Advisory Council, may appoint Business and Community stakeholders.
- Membership of the School Advisory Council will reflect the ethnic, racial, and economic community served by the school.
At Spruce Creek High School, our policy is to allow SAC to contain as many parents, students and community members as are interested in serving, therefore any parent, student or community member who reaches out with interest will be elected in to serve. We actively reach out to parents and students from underrepresented groups throughout the year. For teachers, we typically can allow anyone who wants to be a voting member to serve because we have enough parents, students, and community members to balance out the 51%, but we encourage departments to discuss it and have someone volunteer to participate on their behalf. For the spring election, we vote in those who know that they want to participate the next year. At any point in the school year if additional members want to join and become voting members, we vote them in and the chair submits a new roster to the district. We allow anyone to attend any meeting as a nonvoting member at any time.
Why Should You Join Us?
Participating in SAC is a great way to see how your school works and participate in some of the decisions that will directly affect student achievement. It is a great way to have your voice heard and help to choose the path of your school. In addition, for school employees, it can be a resource that helps you to see the school as a whole instead of just focusing on your individual situation. For parents, it can be helpful to see the inner workings of a school that you have a vested interest in. For students, it can be an awesome resume and application booster. For community members, you can have a hand in helping to make your community school even better, which makes our community better and improves the local economy! So join us today!
How Do You Join SAC?
Just mark your calendar and come to the next meeting (look for the meeting schedule page on this website). Visitors and those interested in joining are ALWAYS welcome. You can listen and speak during the meeting, but you can't actually vote on any of the issues until you are a member. Just see the SAC chair before or after the meeting if you want to become an official member.
Florida Statute for SAC
1001.452 District and School Advisory Councils
(1) ESTABLISHMENT.--
(a) The district school board shall establish an advisory council for each school in the district and shall develop procedures for the election and appointment of advisory council members. Each school advisory council shall include in its name the words "school advisory council." The school advisory council shall be the sole body responsible for final decisionmaking at the school relating to implementation of ss. 1001.42(18) and 1008.345. A majority of the members of each school advisory council must be persons who are not employed by the school district. Each advisory council shall be composed of the principal and an appropriately balanced number of teachers, education support employees, students, parents, and other business and community citizens who are representative of the ethnic, racial, and economic community served by the school. Career center and high school advisory councils shall include students, and middle and junior high school advisory councils may include students. School advisory councils of career centers and adult education centers are not required to include parents as members. Council members representing teachers, education support employees, students, and parents shall be elected by their respective peer groups at the school in a fair and equitable manner as follows:
1. Teachers shall be elected by teachers.
2. Education support employees shall be elected by education support employees.
3. Students shall be elected by students.
4. Parents shall be elected by parents.
The district school board shall establish procedures to be used by schools in selecting business and community members that include means of ensuring wide notice of vacancies and of taking input on possible members from local business, chambers of commerce, community and civic organizations and groups, and the public at large. The district school board shall review the membership composition of each advisory council. If the district school board determines that the membership elected by the school is not representative of the ethnic, racial, and economic community served by the school, the district school board shall appoint additional members to achieve proper representation. The commissioner shall determine if schools have maximized their efforts to include on their advisory councils minority persons and persons of lower socioeconomic status. Although schools are strongly encouraged to establish school advisory councils, the district school board of any school district that has a student population of 10,000 or fewer may establish a district advisory council which includes at least one duly elected teacher from each school in the district. For the purposes of school advisory councils and district advisory councils, the term "teacher" includes classroom teachers, certified student services personnel, and media specialists. For purposes of this paragraph, "education support employee" means any person employed by a school who is not defined as instructional or administrative personnel pursuant to s. 1012.01 and whose duties require 20 or more hours in each normal working week.
Bylaws
Article I. Name
The name of this organization shall be the Spruce Creek High School Advisory Council, hereafter referred to as the SAC.
Article II. Purpose
Section1: The primary purpose of a SAC is to assist in the preparation of the school improvement plan to improve student performance. The plan shall be based on an analysis of student achievement and other school performance data. The SAC shall be responsible for the final decision making at the school relating to the school improvement process and plan.
Section 2: The SAC shall perform such functions as are prescribed by regulation of the School Board and state law.
Article III. Members
Section 1: Each school shall establish a SAC, composed of teachers, students, parents, and other citizens who are representative of the ethnic, racial, and economic community served by the school.
Section 2: The SAC shall consist of the principal, parents, teachers, education support personnel, other business and community citizens, and students, as appropriate. At least fifty-one percent (51%) of the SAC shall be parents, students, and community representatives not employed by the school district.
Section 3: Elected members shall serve on the SAC for a period of two (2) years. Appointed members shall serve on the SAC for a period of one (1) year. The SAC will approve the appointments through majority vote providing a quorum is present.
Section 4: The SAC shall replace any member who has two unexcused, consecutive absences from SAC meetings that are noticed according to the procedures set out in these bylaws.
Section 5: All changes to the SAC membership will be sent to the Superintendent/designee to be presented to the School Board for final approval.
Article IV. Duties
Section 1: The SAC shall assist in the preparation and evaluation of the school improvement plan.
Section 2: The SAC shall have total authority to determine how the school improvement funds are disbursed. A portion of funds provided in the annual General Appropriations Act for use by the SAC must be used for implementing the school improvement plan.
Section 3: The SAC may seek a waiver from state statute, district policy and/or procedure, and/or school procedure by invoking the Charter School District deregulation waiver process, if applicable.
Article V. Officers
Section 1: Officers for the SAC will be the Teacher Chairperson (and Vice-Chairperson if requested) and a recording secretary.
Section 2: The Principal will appoint the SAC Chairperson(s). The SAC will approve the appointment through majority vote providing a quorum is present.
Section 3: The SAC Chairperson, or Vice-Chairperson, will work with the principal and SAC members to prepare an agenda for SAC meetings. The Chairperson, or Co-Chairperson, will conduct the SAC meeting,
Section 4: The recording secretary will record the minutes of each meeting, which will be distributed with the agenda at the next meeting.
Article VI. Meetings
Section 1: Meetings will be scheduled at times when parents, students, teachers, business partners, and members of the community can attend.
Section 2: There will be at least 3 days advance written notice of any matter that is scheduled for a SAC vote.
Section 3: A quorum must be present before a vote may be taken by the School Advisory Council. A majority of the membership of the council constitutes a quorum.
Section 4: Minutes will be recorded at each SAC meeting, approved at the subsequent meeting and copies shall be forwarded to the Superintendent/designee.
Article VII. Committees
If the need arises, the chair may appoint a sub-committee to research an issue and report back to SAC. These committees will have no standing beyond the purpose designated by the SAC chair.
Article VIII. Parliamentary Authority
Roberts Rules of Order shall govern the SAC in all cases where they are not in conflict with these bylaws. Said rules may be suspended by a majority vote of the SAC providing a quorum is present.
Article IX. Amendment of Bylaws
These bylaws may be amended at any regular meeting of the SAC by a majority vote of the SAC members providing a quorum is present.
Standing Rules
1. Meetings are open to all stakeholders.
2. Requesters of SIP Funding or a departmental representative must be present at SAC meeting when request is presented for consideration. Requesters will be present to answer questions concerning the request but will leave area while voting is conducted.
3. The membership will actively pursue the recruitment of representatives from the community.
4. Faculty membership should be limited to one representative per department.
Shared Decision Making
1. What is it? Shared Decision Making is when school staff and members of the school community are involved in making decisions. It is believed that those people closest to children are the ones who will make the best decisions that will affect the children’s education. Those involved in carrying out the decisions should also be involved in determining those choices. Shared decision making provides an opportunity for members of a school community to collaborate to solve problems, define direction for the school, or shape a course of action in an atmosphere of trust and understanding.
2. What is the purpose of Shared Decision Making? The purpose of shared decision making is to improve student learning through both the instructional program and support services. SDM should increase staff commitment to improve school effectiveness and ensure that increasing student learning is always the main goal. Everyone who is a part of the decision-making process should also be held responsible for the results.
3. What are some guidelines for successful shared decision making?

Start small. Choose one uncomplicated issue to begin with, and then slowly add on issues that are more complex.

Agree on specifics at the beginning. Decide how decisions will be made (by majority or consensus vote), and who will make final decisions.

Clearly state procedures, roles, and expectations. Group members need to understand the steps and procedures they are to follow.

Everyone should be invited to participate and give opinions and ideas.

Build trust and support. Get to know one another, and value everyone.
4. How can we make sure small groups share in the decision making? Members of the group should make sure to listen to the minority point of view respectfully. Commitment should be made to include the views and ideas of the minority in the final decision. If the final decision goes against those views of an individual or minority group, the decision should take into account research, discussion, and evaluation, and have support from a large amount of the school community.
5. Can the school administrator make the final decision if the group cannot come to consensus? Yes, but it is best for the administrator to make an “interim decision” while the group continues to work out a consensus decision.
6. What is consensus? Consensus is when a group of people work cooperatively to make a decision they can support. “Pure consensus” is when a group of people work together to agree to support a decision even though it may not be their personal first choice. It is important that before a group begins to work toward consensus that they define what consensus means.

Requests teachers and school employees enter here are being funded out of A+ funds allocated to SAC by vote of the faculty and staff and any SAC money allocated by the state annually. Any funding requests must go toward meeting our SIP goals. Requests must be considered for a vote at the next SAC meeting, so check the schedule above for the next date.

Annual School Survey
The 2026 Survey Window Will Open in APRIL
SCHS is an amazing school- one of the best in the country! But even an amazing school needs feedback in order to keep getting better. Each year we ask students, parents and school employees to take a few minutes to complete a survey. The results of this survey are used to help guide our school goals in our school improvement plan the following year. This year's survey will take place twice, once in the fall and once in the spring. We need you to complete both! It will approximately 10-15 minutes to respond to all survey items.
